Neighborhood Services programs have served the community since 1964. The program serves the community in a number of areas.


The Referral Process

For the Permanent Support Housing Program, referrals begin with a referral by the Lancaster County Coalition to End Homelessness.  The target population are those individuals affected by chronic homelessness as defined by Lancaster County State of Housing and Homelessness Impact Report. These individuals will also be part of the Representative Payee Program and have a mental health/physical disability and/or intellectual disabilities.

For the Representative Payee Program the process begins with a referral from Social Security Administration (SSA); a self referral; Behavioral Health and Developmental Services (formerly MH/MR/EI); the county based Office of Aging; a physician or nursing facility; the court system; and/or families.   The target population are individuals who have demonstrated an inability to manage their SSI/SSDI funds and Social Security Administration has determined a need for a Payee.

For the Guardianship Program a referral is made from the county based Office of Aging; a nursing facility or physician; and/or a family member. The target population are individuals who have been a long term or are permanently incapacitated through age, illness, or injury.
